Foreigners Can Use Digital ID for Property Purchases in Saudi Arabia

Saudi Arabia is opening its real estate market to non-Saudi, non-resident foreigners through a digital ID system, following a recent Cabinet decision. This initiative, spearheaded by the General Real Estate Authority in collaboration with various government bodies, aims to streamline property transactions and boost foreign investment. The digital ID will be a key component of the Non-Saudi Real Estate Ownership Law, set to take effect in January 2026.

The Cabinet also approved a governance framework for non-Saudi property ownership, including a specialized committee within the General Real Estate Authority's board to oversee the sector. This restructuring includes the CEO of the authority as chairman, along with representatives from multiple ministries and the private sector.

To facilitate this, the General Real Estate Authority issued draft regulations requiring non-resident foreigners to obtain and activate a digital ID via the Absher platform, open a Saudi bank account, and secure a local contact number. These measures are designed to enhance regulatory oversight and attract more international investment into the Saudi real estate market.
